Area of use
Germany's popular and most widely used payment means is particularly favored by Internet customers who do not have a credit card. The purchaser enters his/her account number and bank routing number in the SSL-secured Saferpay terminal window. Saferpay then looks after the secure transmission and processing of the customer data.
Processing
The customer’s account is charged directly by means of a direct debit. Transfer of funds is handled through the merchant’s own bank, and the amounts for payment are credited directly to the account belonging to the business. Because the credit-worthiness of the customer is not checked, this procedure may give rise to chargebacks that are subject to a charge, if the account does not have sufficient cover. Nevertheless, this risk must be set against the low transaction costs and a potential increase in turnover.
4safe®-Check
The 4safe®-Check for Electronic Direct Debit (ELV) payments in Germany checks the bank reference entered for four potential aspects:
Blocking lists check
The blocking lists check determines whether the queried account reference appears on the InterCard blocking lists as the result of a chargeback due to insufficient funds. The basis for this check is the data held by InterCard AG, which is active in both card-based (card present, stationary retail business) and in the card independent payment fields (card not present, mail-order trade, MOTO and e-commerce), with audits, assumption of non-paid claims and its own complete accounts receivable department. The data is updated daily and serves as an indication that the probability is great that a current direct debit cannot be carried out due to insufficient coverage. The blocking list currently contains 3.6 million account references (as of February 2006).
WanderungsCheck (Migration Check)
The WanderungsCheck looks for noticeable problems with the use of various contract numbers or merchant numbers. It can occur that use of a bank reference is suddenly very frequently attempted by various merchants to obtain a purchase authorization or to initiate a settlement. The migration check can, depending on the set specifications, place an automatic block upon the use of this account reference within 4safe®.
FolgetransaktionsCheck (Subsequent Transaction Check)
The FolgetransaktionsCheck looks for noticeable problems with the use of a merchant contract number or among merchants. It can occur that a bank reference attempts to initiate a considerably higher number of transactions or with extraordinarily higher amounts than are customary for the business. It is virtually a limit check based on time periods, which means that specific amounts or query possibilities can be placed in terms of time periods (initial purchase, x-number of subsequent purchases) and amount, upon newly queried account references.
PrüfziffernCheck (Check digits verification)
Checked here is the account reference entered based on the feasibility of the account number and banking routing number (BLZ), which is verified with the check digit that contains a verifiable algorithm. This can reveal potential digit transposing or fantasy attempts to manually enter the account number. The check digit verification, however, can only say whether an account reference is possible, and not whether it actually exists.

The merchant must have previously opened a business account at a German credit institution, and have been approved to process debits submitted electronically. Extensive security checks are made by our partner to ensure that the risk of loss is reduced, including plausibility checks on the account number and bank routing number, and checking of the various blocking lists, movement profiles and turnover limits.
